Commissioner portal for local authority home care
Give local authorities and NHS commissioners the visibility they need to monitor commissioned services, check delivery against the hours they paid for, and hold providers to account, without chasing spreadsheets or waiting for quarterly reports.
Commission with Confidence, Monitor with Clarity
Evidence-based commissioning replaces spreadsheets and trust. The Commissioner Portal gives local authorities and NHS commissioners a dedicated window into provider performance (visit completion, hours delivered against hours commissioned, the care records behind each visit, and invoices). Commission smarter, intervene earlier, and ensure every pound of public funding delivers the care it was intended for.
What Commissioners Actually Need
Not another provider portal dressed up as transparency. Real tools designed around the way local authorities and NHS commissioners actually work.
Delivery Dashboards
Visibility into visit completion, missed visits, and hours delivered against the hours you commissioned.
Visit Monitoring
See visit completion rates, missed visits, and cancelled visits across all commissioned service users.
Self-Serve Reporting
Pull a report for any date range yourself, whenever you need it, and export it to CSV for your own returns.
KPI Tracking
Track visit completion, missed visits, hours delivered against hours commissioned, and outstanding invoices. RAG-rated dashboards highlight underperformance before it becomes a safeguarding concern.
Audit Trails
Timestamped records of visits and care notes. Full transparency for quality assurance reviews.
Hours and Invoice Visibility
Track commissioned hours against actual delivery, and review every invoice line before you approve, query or dispute it.
Complete Commissioner Toolkit
Everything commissioners need to monitor providers, check delivery against contract, and ensure public funding delivers real results.
Delivery dashboards
Dashboards showing visit completion, missed visits, and hours delivered against hours commissioned.
Visit completion rates
Track what percentage of commissioned visits are completed, with an eight-week trend and a breakdown by service user or date range.
Missed visit and cancellation tracking
Every missed visit is listed with its date, time and service user, and the dashboard flags any from the last seven days alongside the eight-week completion trend, so repeat problems surface early. Cancelled visits can be filtered in the visit list.
KPI monitoring
Visit completion, missed visits, hours delivered against hours commissioned, and invoices awaiting review are tracked for you on one dashboard. Anything below target is flagged in red or amber, and the week's concerns are listed the moment you open the portal.
RAG-rated performance indicators
Red, amber, green status indicators on completion rates, missed visits and each client's hours utilisation, so you can spot underperformance at a glance without reading a single spreadsheet.
Reports you run yourself
Pull a weekly summary, hours utilisation, missed visit report or quality indicators for any date range you choose. No request to the provider, no waiting for the quarterly return.
CSV report exports
Export any report, or the full visit list, to CSV, ready for your own analysis, internal review or committee papers.
Commissioned versus delivered hours
Compare the hours commissioned for each service user against the hours actually delivered. Utilisation is scored as a percentage and banded red, amber or green, so over-delivery and under-delivery show up as they happen.
Service user visit and observation history
Review each client's last 30 days of visits, including the carer, the duration and the tasks completed, alongside a summary of the observations recorded, grouped by type, from food and fluid intake to mood and wellbeing.
Visit-level care record visibility
See the care notes recorded at each commissioned visit, where the provider has granted those permissions, so you get the detail behind the numbers without asking for it.
One login, several providers
Commissioners invited by more than one provider switch between them from a single login, with each view scoped to that provider's contract. Useful for framework managers holding several contracts at once.
Invoice review, query and dispute
Every invoice raised against your contract, opened out to its individual lines with quantity, unit price and total. Where the provider grants it, approve, query or dispute an invoice from the portal.
Pseudonymised access
Service users appear as first name and last initial, carers as first name and initial, and postcodes as the outward code only. The provider decides, for each person invited, whether observations and invoice approval are available.
